M-POWER Leadership

Steering Committee

The Steering Committee serves as the governing body for M-POWER partners and is comprised of representatives from each of the partner categories (government, labor, other). Steering Committee Co-Chairs guide M-POWER, provide visible leadership, serve as spokespersons, and represent the Partners in appropriate fora. They work directly with and receive input from the Steering Committee and direct the work of the Secretariat, as led by the Executive Director.

Todd Brogan
Todd Brogan

Steering Committee co-Chair (Trade union partners), M-POWER

Todd Brogan serves as Director of Campaigns & Organising for the International Trade Union Confederation (ITUC), based in Brussels. He previously spent a decade as organiser and then field director for the Amalgamated Transit Union (AFL-CIO/CLC) where he designed and coordinated collective bargaining, strike, and advocacy campaigns in the United States and Canada.

Steering Committee co-Chair (Government partners), M-POWER

Molly McCoy is the Associate Deputy Undersecretary for International Labor Affairs at the U.S. Department of Labor. Molly was appointed to her role in 2021, following a 20-year in the U.S. and global labor movements. She lives in Washington DC, United States.

Rob Wayss

Executive Director, M-POWER

Rob Wayss is the Executive Director for the Multilateral Partnership for Organizing, Worker Empowerment, and Rights (M-POWER).

Rob has worked in the US, Europe, Asia, and Central America in promoting fundamental worker rights, as a trade union advocate, and as a labor and industrial relations practitioner. He has performed this work in various capacities with the New York City Mayor’s Office of Labor Relations, the Harry Van Arsdale Jr. School of Labor Studies (SUNY), the American Center for International Labor Solidarity (AFL-CIO), the US public employee unions (AFSCME), the International Labour Organization (ILO), the Accord on Fire & Building Safety in Bangladesh, and the US Department of Labor, International Affairs Bureau.
